Somerset Christian School Parent Teacher Fellowship Bylaws
ARTICLE 1: Name
The name of this organization is the Somerset Christian School parent Teacher (PTF) in Somerset, Kentucky.
ARTICLE 2: Objectives and Purpose
Section 1. The objectives of the PTF are as follows:
a. To arrange activities and special events to supplement the academic
program and enhance the school's sense of community, b. To serve as a liaison that encourages and facilitates communication between
families, the school's administration, staff, and local supporting individuals/
organizations, c. To be a vehicle for fundraising to help meet expenditures not covered by the
school.
Section 2. The PTF shall be non-commercial, non-partisan, and based upon Christian principles. This organization is organized exclusively for the charitable, scientific, literary, and/or educational purposes within the meaning of Section 501 {c} {3} of the Internal Revenue Code or corresponding section of any future federal tax code.
ARTICLES: Membership
Section 1. A member is a dues paying family member or legal guardian of a Somerset Christian School student. A family member is defined as an adult, 18 years of age or older. Each member has one vote per election. Dues are to be determined annually by the Executive Committee. The 2008/2009 dues are $2.00 per person.
Section 2. Administrators, faculty members, board members, and members of the pastoral council are Fellowship members with full voting privileges, whether or not they are family members/ guardians of a Somerset Christian School student. These listed will be exempt from membership dues, but will be required to register as Fellowship members.
ARTICLE 4: Executive Committee
Section 1. The Executive Committee shall consist of no fewer than five members of elected officers. These include the following: President, First Vice President, Second Vice President, Secretary, and Treasurer.
Section 2. The Executive Committee shall carry out the objectives of the Fellowship. The Executive Committee has full power to act upon, and to make rules and regulations consistent with the PTF bylaws as deemed necessary, and in the best interest of the Fellowship. School administrators, including the school board and/ or principal, may override any and all recommendations or actions of the PTF.
ARTICLES: Officers and their Elections
Section 1. Each officer shall be a member of this PTF.
Section 2. Nominating Committee
a. There shall be a nominating committee composed of the five appointed
members of the PTF by the PTF President. The President cannot be a
member of the nominating committee. * ••
b. The nominating committee shall nominate an eligible person for each
office to be filled, and report its nominees to the general membership at
least 10 days prior to the May General Meeting. At the May General
Meeting additional nominations may be made from the floor. Those
candidates nominated must be present, c. Only those individuals who are current members of the PTF, and who
have signified their consent to serve if elected, shall be nominated for
such office.
Section 3. Officers and their election shall be handled through the following:
a. Officers shall be elected by ballot at the final General PTF Meeting held in the month of May. All members present at this meeting may cast a vote. A majority vote shall be required for election. If no candidate receives a majority of the votes cast, a runoff election between the top two candidates shall be conducted before adjourning the meeting, b. Officers shall assume their official duties July 1, and shall serve a term of
1 year or until their successors assume official duties.
c. An officer shall not be eligible to serve more than two consecutive terms in the same office. An officer who has served in an office for more than
one half term shall be deemed to have served a full term in such office.
Section 4. Vacancies
A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the Executive Committee. In case a vacancy occurs in the office of President, the First Vice President shall assume the position of President.
Section 5. Reason to Remove
By two-thirds vote of the Executive Committee, an officer or chairman may be removed from office for failure to perform duties, criminal misconduct, or unethical behavior in PTF business. An officer or chairman who misses three consecutive meetings may also be removed from office.
ARTICLES: Duties of the Executive Committee
The duties of the Executive Committee shall be the following:
a. To transact necessary business in the interval between General
Membership Meetings.
b. Create special committees, and appoint their chairpersons, c. Approve the plans of works of special committees, d. Present a report at the General Membership Meetings of the PTF. e. Prepare and submit an annual budget to the General Membership for
adoption. Modifications to the budget exceeding $200 will require a
majority vote of the Executive Committee, f. Approve routine bills within the limits of the adopted budget.
Section 1. The President shall perform the following:
a. Coordinate the work of the officers and committees of the organization in
order that the objectives may be promoted, b. Confirm that a quorum is present before conducting any business at any
meeting of the organization. A quorum shall consist of those RTF
members present and voting at any properly called meeting. c. Preside at all meetings of the Fellowship, d. Appoint chairpersons of special committees, e. Be bonded to oversee monies earned by the Fellowship, f. Perform such.-other duties as may be prescribe'd in these bylaws or
assigned by the organization, g. Maintain ultimate responsibility of all financial and programmed activities
of the PTF.
Section 2. The First Vice President shall perform the following:
a. Preside at all PTF meetings in the absence of the President.
b. Act as an aide to the President.
c. Perform other duties as assigned by the President.
d. Act as a Volunteer Coordinator.
e. Be bonded to oversee monies earned by the Fellowship.
Section 3. The Second Vice President shall perform the following:
a. Assist in the planning and execution of all PTF programs and fundraising events
Section 4. The Secretary shall perform the following:
a. Keep minutes of the PTF Executive Committee and General Meetings.
b. Conduct general correspondence.
c. Maintain the calendar of PTF Executive Meeting's, General Meetings,
and PTF organized events, d. Post agenda for PTF General Meetings one week before every General
Meeting. "• e. Create and maintain a resource book containing PTF bylaws, Roberts'
Rules guidelines, Executive Committee responsibilities, committee's descriptions and approved/unapproved General Meeting minutes.
This resource book shall be kept in the Somerset Christian School library, f. Perform other duties as assigned by the Executive Committee.
Section 5. The Treasurer shall perform the following: a. Manage PTF funds. b. Keep financial records up to date. This includes, but is not limited to
bank statements, receipts, budgets, invoices, paid receipts, and cancelled checks.
c. Sign on bank accounts (two authorized signatures shall be required on
all checks.)
d. Manage all accounts payable in a timely manner, e. Ensure all monies are verified by the PTF President prior to deposit, f. Give an account of PTF stewardship at General Meetings, Executive
Committee meetings, and at other times when requested by the Fellowship, Executive Committee, or school administration.
g. Disburse funds only in accordance with a budget approved by the PTF
Executive Committee.
h. Perform other duties as assigned by the Executive Committee, i. Be bonded to oversee monies earned by the Fellowship.
Section 6. All officers shall perform the duties as outlined in these bylaws, and those assigned from time to time. Upon the expiration of the term of office, or in case of resignation, each officer shall turn over to the President, without delay, all records, books, and other materials pertaining to the office.
ARTICLE 7: General Membership Meetings
Section 1. At least four General Membership Meetings shall be held during the school year. These dates shall be determined by the Executive Committee, and announced at the first General Membership Meeting. These dates shall correspond loosely to end of terms, to enable teacners to choose Timothy Award recipients. Five days' notice shall be given if there is a change of date.
Section 2. Special General Membership Meetings may be called by the President or a majority of the Executive Committee, five days' notice having been given.
ARTICLES: Fiscal Policies
Section 1. The fiscal year shall begin as of July 1, and end on the following June 30.
Section 2. It shall be within the power and discretion of the Executive Committee to determine the disbursement of all funds generated through fundraising events. Any funds received through donations shall be deposited in the general fund of the PTF, and its disbursement shall follow the format set forth in the fiscal policies stated in these bylaws.
Section 3. All budgeted expenditures may be disbursed by the Treasurer with approval of the President, if in accordance with the current approved budget. Unbudgeted items which exceed $200, or those amounts that are not in accordance with the budget, may be disbursed only after receiving approval of the Executive Committee.
Section 4. The Executive Committee shall design, and propose a budget to the General Membership at the first General Membership Meeting of the new school year for approval. It is recommended that a reserve be included as a budget item to cover expenses incurred during the time between the July 1 installation of the new Executive Committee and the approval of their budget.
Section 5. Every attempt shall be made to promote the best stewardship of PTF funds. This includes the following:
a. Careful consideration of expenditures. All expenditures shall be
considered based upon their value to the school in accordance with PTF objectives.
b. Cautious selection of vendors. Single transactions of items over $200 require written bid comparisons. When possible, at least three vendors shall be considered based upon quality, price, and best fit.
ARTICLE 9: Review and Amendments to Bylaws
The Executive Committee shall review these bylaws every two years or sooner if deemed necessary. These bylaws may be amended at any General Meeting of the PTF having a two-thirds vote of the members present. In order for these bylaws to be amended the following protocol must be followed:
a. A suggested change of the bylaws must be submitted in writing to the Executive Committee, and presented to the PTF body at the following scheduled General Membership Meeting.
b. The recommendation cannot be voted on until the next scheduled General Membership Meeting after it has been presented.
c. Changes to these bylaws require a two-thirds vote of members present and
voting, d. Amendments are effective immediately upon approval
Copies of these bylaws shall be made available to any member requesting a copy.
